Picanha is a cut of beef that was made popular in Brazil, it is sometimes also called top sirloin cap, rump cover, rump cap, or culette depending on where you are. The fat on the picanha is retained with the meat and is known to be the main draw of the picanha cut.
Picanha cut is labeled No. 8 in the diagram below.
